FoxBot Not cooperating...NEED HELP!!!

Hey all,

I can not get these to things to work in my foxbot.cfg:
max_bots 32
min_bots 32
Whats the problem you may be asking...

Well the thing is above them it says:
# Minimum bots in server (0 - 32 [-1 Turns this off])
or
# Maximum bots in server (0 - 32 [-1 Turns this off])
But really I can only put 31 as my max or min...because if I put 32 and run a game it says that I set it to 1 and well I am getting irritated with this so if sum one can fix that thanx...

i don't about that? but why would you just want an all bot server?
The way that's set means none can join at all.
